As immigration policies continuously adjust and change, the service needs of applicants are also constantly evolving. The year 2023 was busy, and our office mainly focused on Labour Market Impact Assessment (LMIA) services. With the gradually escalating ITA cut-off scores in the Express Entry (EE) system, many Canadian businesses had to go after LMIA to support permanent residency applications or extend work permits for their employees with temporary visa statuses.

In 2023, business in Ontario was reduced, with more local applicants choosing to obtain provincial nominations through the OINP EE Human Capital Priority or the Masters/Ph.D. nomination categories. Meanwhile, NS and AB provinces, due to their unique advantage of ‘scoreless invitations’, received a large number of consultations in 2023.

The federal government’s somewhat unstable EE invitations and high scores led to an increasing number of hard-working applicants who were waiting for invitations to seek support from employers, looking for LMIA to boost their scores or extend their work permits. It is expected that there will not be much improvement in 2024. Hence, there is a significant increase in the extension and application of work permits.

For 2024-2025, it is foreseeable that the main business of the Canadian Permanent Resident program will still be concentrated in labor, skilled trades, STEM, medical care and healthcare, as well as the transportation industry.
